In 1815, Rossini accepted the offer of Domenico Barbaia, director of the Neapolitan Opera Theater "San Carlo", and became the theater's composer and conductor, however, retaining the right to compose for other opera companies. In that year, the composer wrote for "San Carlo" the musical and stage work "Elizabeth, Queen of England", and for the Roman theater "Vale" - the opera "Torvaldo and Dorlisca", the premiere of which is scheduled for December. Rossini has to attend the preparations for this Rome premiere. During his stay in Rome, Duke Sforza-Cesarini offered the composer to write an opera for the Argentina Theater, which he owned. Rossini accepted the offer and the contract stipulated the conditions: that the opera be ready for the opening of the carnival in February; the composer to attend the rehearsals and conduct the first performances; the remuneration will be four hundred Roman scudi, payable after the third performance. Neither plot nor librettist has been determined. However, time passes, and Rossini does not receive a text. When one month remained until the deadline for the presentation of the completed opera, Rossini himself proposed to compose it on the plot of "The Barber of Seville" by Beaumarchais (1732-1799). The famous French playwright Pierre Beaumarchais wrote the first part of his trilogy, The Barber of Seville, or Vain Caution, in 1773, and the play was staged at the Comédie Française two years later. The theater accepts the composer's proposal. and Rossini gets no text.             The news of Rossini's creation of an opera based on the plot of "The Barber of Seville" causes excitement in musical circles. To write a musical-scenic work, even by such an already famous composer as Rossini, on a plot on which Giovanni Paisiello (1740-1816) created one of the finest Italian comic operas, is perceived as unheard of audacity.

            The librettist Cesare Sterbini (1784-1831), author of the text and of Rossini's previous opera, "Torvaldo and Dorlisca", significantly revised Beaumarchais's comedy. It loses not a little of its reproving power. Although Sterbini tried to keep the main features of the characters, some of them are now depicted differently. Thus, Count Almaviva from a typical representative of the aristocracy turns into a sympathetic opera lover. Sterbini is a good connoisseur of the stage and wrote a really successful libretto for a comic opera.

            Rossini was so captivated by the plot of The Barber of Seville that he set about writing the music with real passion. The composer's creative process is always tense and short, but the creation of his most significant work takes him the least time. Some researchers claim that Rossini wrote The Barber of Seville in 12 days. Whether the opera was composed in 12 or 20 days is not so important. What is important is that a real gem of musical literature has been created. However, it must be said that in this opera Rossini also used music from his older works. For example, Rosina's famous aria from the second act was taken from the opera "Elizabeth, Queen of England", the famous overture was written for the serious opera "Aurelian and Palmyra" (1813), and was also used in "Elizabeth".

            During the creation of the opera, it is said that the young composer wrote a letter asking the old Paisiello not to be angry with him for writing on this plot. However, in the program of the premiere, Rossini explains why he composed this work: "... the author has the deepest respect for the famous Paisiello, who wrote an opera on the same plot, but he was not guided by a desire for rivalry, but by the desire to create an opera on the new requirements in this genre".

            The premiere of "The Barber of Seville" under the conductorship of the composer took place on February 20, 1816 at the "Argentina" theater in Rome. However, the performance is not very good and the opera is booed. This did not particularly disturb Rossini, who at the second performance managed to get the artists to perform their parts according to his requirements. Now the opera is greeted with rapture. Hence began the world fame of this immortal work, originally called "Almaviva, or Vain Prudence."

През 1815 година Росини приема предложението на Доменико Барбая – директор на неаполитанския оперен театър „Сан Карло“, и става композитор и диригент на театъра, запазвайки си обаче правото да твори и за други оперни състави.             Либретистът Чезаре Стербини (1784-1831), автор на текста и на предишната опера на Росини – „Торвалдо и Дорлиска“, преработва значително комедията на Бомарше. Тя загубва немалко от своята изобличителна сила. Макар че Стербини се е старал да запази основните черти на героите, някои от тях сега са обрисувани по-различно. Така граф Алмавива от типичен представител на аристокрацията се превръща в симпатичен оперен любовник. Стербини е добър познавач на сцената и написва едно наистина сполучливо либрето за комична опера.

            Росини е дотолкова завладян от сюжета на „Севилският бръснар“, че се залавя с истинска страст за написването на музиката. Творческият процес у композитора е винаги напрегнат и кратък, но създаването на най-значителното негово дело му отнема най-малко време. Някои изследователи твърдят, че Росини е написал „Севилският бръснар“ за 12 дни. Дали операта е композирана за 12 или 20 дни, не е толкова важно. Важното е, че е създаден един истински бисер на музикалната литература. Трябва обаче да се каже, че в тази си опера Росини използва музика и от свои по-стари произведения.             По време на създаването на операта се говори, че младият композитор е молил с писмо стария Паизиело да не му се сърди, че пише на този сюжет. Обаче в програмата на премиерата Росини дава обяснение защо е композирал тази творба: „… авторът изпитва най-дълбоко уважение към знаменития Паизиело, написал опера на същия сюжет, но той не се е ръководил от стремеж към съперничество, а от желанието да създаде опера по новите изисквания в този жанр“.

            Премиерата в „Севилският бръснар“ под диригентството на композитора е на 20 февруари 1816 година в театър „Аржентина“ в Рим. Обаче представлението не е много добро и операта е освиркана. Това не смущава особено Росини, който на второто представление успява да накара артистите да изпълнят партиите си според неговите изисквания. Сега операта се посреща с възторг. Оттук почва световната слава на тази безсмъртна творба, наричана отначало „Алмавива, или Напразна предпазливост“.
